Skills and Client Results

Over 25 years’ experience prosecuting and defending claims arising under a broad range of commercial agreements, including shareholder agreements, purchase orders, employee handbooks, construction contracts, insurance policies, software development contracts, and professional services agreements.

Serves as outside general counsel for small and midsize businesses (SMBs), advising on critical legal and strategic matters. Trains leadership and staff on legal compliance, contract review and shareholder orientation. Identifies and supervises other outside legal specialists as needed.

Negotiates contracts, leases and joint venture agreements for clients pursuing major projects including dormitory renovation, retail expansion and public infrastructure development. Helped guide a leading Italian company in establishing its U.S. operations and teaming with local contractors for public bidding purposes.

Worked directly with the board of a Brazilian energy company after a major industrial accident. Assembled a coalition of Brazilian energy industry groups to help defeat the contractor’s attempt to avoid arbitration. Led an international team of legal and engineering experts to recover millions of dollars in costs and reverse regulatory penalties.

Spearheaded a variety of projects for a major public transportation agency, including adoption of new construction contract terms, compliance with federal law requirements (DBE programming, Buy America, etc.), a comprehensive review of intra-agency delegation levels, overhaul of response to public records requests, and procurement of design-build contracts on major infrastructure projects.

Led the combined project completion and dispute resolution effort for Route 3 North, a 21-mile Massachusetts state highway. Resolved over $100 million of claims and closed out longstanding construction, operations and maintenance issues.

Helped a contemporary art museum regain control over the schedule for completion of a landmark new building and resolved millions of dollars of claims relating to the project’s innovative design.

Advises public and private clients on compliance with procurement regulations. Designed and implemented a 50-state program supporting a manufacturer’s sales to public school projects. Legal challenges ceased and the promotional materials Jeff developed remain in service over a decade later.

In-house and client training responsibilities have included development and rollout of records management, contract review, performance review and professional development programs. Jeff served as Foley Hoag’s first Professional Development Partner and developed the firm’s mentoring and reduced time employment programs.

Pro bono involvement has included representation of a class of developmentally-disabled residents of Massachusetts nursing homes. The suit resulted in hundreds of in-community placements and improved service delivery for all class members.
